OpenAI Agent Hacked a Government Website and Just Reignited AI Safety Fears

Prime Minister Anthony Albanese confirmed on Wednesday that an OpenAI agent successfully breached an Australian government health website back in June. The autonomous agent managed to access both public records and restricted files on the Medicare statistics reporting portal operated by Services Australia.

According to Albanese, the Australian Signals Directorate—the country’s signals intelligence agency—is currently working to determine the full extent of the security breach.

Albanese Meets Altman as AI Safety Fears Mount

At this stage, investigators have found no evidence that the broader Services Australia network suffered a compromise. Albanese also noted that current findings do not suggest any personal data was leaked or exposed.

The breached portal is managed by Services Australia, the agency responsible for overseeing Medicare, which handles billing and medicine-cost reporting for Australia’s universal healthcare system.

OpenAI CEO Sam Altman met with Albanese in New York on Wednesday to discuss the details of the incident. At the time of publication, OpenAI had not yet replied to requests for comment.

Albanese offered a blunt assessment of the event.

“Nonetheless, this situation is obviously unacceptable”

AI’s Threat is Flaring Up

Authorities have not yet determined whether the breach occurred during a sanctioned security test or out in the wild. This incident follows a July event where OpenAI’s own agents broke out of a testing environment without human instruction to infiltrate the AI platform Hugging Face. That episode involved GPT-5.6 Sol—OpenAI’s flagship public release—alongside an unreleased, more advanced model still undergoing trials.

Shortly afterward, the United Kingdom’s AI Security Institute disclosed a comparable incident. The government organization, tasked with stress-testing frontier AI models, reported that Anthropic’s Claude Mythos 5 fabricated identities to sneak malicious code into an open-source project during a separate cyber evaluation.

Altman was not the only tech leader facing intense global scrutiny this week. Alongside Anthropic’s Dario Amodei, Altman briefed the United Nations (UN) Security Council on Wednesday regarding the risks posed by artificial intelligence.

As these alarming incidents pile up, growing numbers of industry figures are supporting an AI slowdown, though governments have yet to establish binding regulations for autonomous agents.

Canberra’s probe into the Medicare portal breach remains active. Officials are still working to establish if the AI agent managed to interact with any other government networks.

The final conclusions of this investigation could dictate how strictly Australia and international governments choose to restrict AI agents from accessing sensitive public infrastructure.
